Modern simplified form (簡體). 毕 (bì, “to finish/complete”) is a simplified character that merges the traditional 畢, which originally depicted a net (田) and a hand (又) catching birds; now it serves as a phonetic component in 笔 (bǐ, pen) and 必 (bì, certainly).

Shuowen

毕 (bì). The oracle bone form depicts a long-handled tool with a curved or hooked end, originally a hunting harpoon or snare used to catch birds and animals. The modern composition shows the tool form above 田 (field), though the original pictographic element has been stylized. Because bringing prey to hand represents completion of the hunt, the character came to mean "to finish" and by extension "all, entirely."
