虑 is formed by the tiger radical 虍 atop the element 思; the ancient form showed a tiger’s head above a heart (心), the heart providing the semantic sense of thinking and the tiger serving as a phonetic clue. In oracle bone inscriptions the character depicted a tiger beside a heart, expressing the act of deep thought or worry. Later the heart was replaced by 思, which combines 心 (heart) and 田 (field) to symbolize mental cultivation, solidifying the meaning “to consider, to worry.”
