闹 (nào) is formed by the radical 门 (mén, door) enclosing 井 (jǐng, well), a simplification of the older 鬥 (dou, fight) combined with 井. In oracle bone script the character depicted a fight (鬥) taking place beside a well, a scene of noisy disturbance that gave the original meaning 'to fight, to cause trouble'. The later use of 门 reflects a cursive simplification of the fight radical and evokes a doorway where noise erupts, leading to the modern sense of 'noisy' or 'bustling'.
